TRANSPORT SERVICES AND INFRASTRUCTURE
Roads And Bridges
The focus of the Roads Program is the development and maintenance of roads and bridges consistent with the State Roads Infrastructure Investment Strategy. Work is prioritised by the strategic importance of the road network to be developed or upgraded and the most efficient use of resources.
Major activities relate to the development and delivery of a capital and maintenance works roads program for the National Highway and State Arterial Network, and the development of strategies and priority assessments to preserve the road asset and infrastructure.
The Roads Program in 2001-02 received a further funding injection of $25.5 million under the State Infrastructure Fund. The works associated with this funding were substantially completed in the year under review, with $8.8 million carried over to the 2002-03 financial year.
In determining program delivery, it is recognised that social and cultural influences are increasing community awareness and demand for protection of the natural environment - in particular, on such matters as pollution and noise - while still requiring a road asset that will yield high economic, safety or social equity returns for the State.
The Roads Program directly contributes to the achievement of a safe, accessible and equitable transport system that supports economic development.

The general community, tourists and industry are the main beneficiaries of the Roads Program.
How this program is delivered
Agency staff undertake assessment of the transport task which is then reflected in a five-year works program and delivered through contracts and consultancies. External service providers are engaged to develop projects from the concept stage through community input and approval phases, to the works tender stage, while all works contracts are externally sourced. The maintenance of the classified road network is performed under a ten-year contract for southern Tasmania and shorter term contracts for the northern and north-western regions of Tasmania.
Achievements Against Strategies Identified For 2001-2002
Ten-year Maintenance Contract for Southern Tasmania
A performance-based contract for the maintenance of State Roads in Tasmania was awarded to CSR-Emoleum in July 1998. The contract requires the contractor to plan and implement maintenance works that will deliver improved conditions on the road network over a ten-year period.
During the first four years of the contract the contractor has delivered quality routine maintenance services while demonstrating a responsible attitude to preserving and enhancing the environment. The contractor is currently programming specific maintenance activities to meet long-term performance measures.
Term Maintenance Contracts for North-Western and North-Eastern Tasmania
Medium term contracts for routine and specific maintenance of the road network in the North-West and North-East of the State were awarded to Civil Construction Corporation (CCC) in July and September 1998. The contractor is required to deliver particular maintenance services within specified response times to bridges, pavements, drainage, roadside facilities and flora and fauna. Unlike the Southern network contract, the contractor is not fully responsible for the overall performance of the network, but is expected to co-operate while other activities are undertaken on the network.
The contractor has continued to provide good quality maintenance services and to ensure that safety and amenity for the travelling public and pedestrians on our roads is preserved. Ongoing reviews and audits of these contracts have been completed in order to ensure that they continue to deliver the desired expectations/outcomes and provide opportunities for improvement in delivery methods.
Provision of Engineering and Technical Services
A three-year extendable contract for the provision of engineering and technical services was awarded to the local Tasmanian firm, Pitt and Sherry Consulting Engineers, in July 1998. The Contract has been extended to a fifth year through to July 2003.
The contractor provides design, geotechnical, contract administration and transport planning services to the Department. The spirit of the contract promotes a partnership approach that seeks to extend the contractor's capabilities in strategic transport work. This will ultimately translate to benefits for Tasmania on the whole through technological improvements and job opportunities.
Tasmanian Visitor Information System (TVIS)
In partnership with the Local Government Association, Tourism Tasmania, the Department of Primary Industries, Water and Environment and the RACT, the Department developed the first draft of the Tasmanian Visitor Information System (TVIS) Roadside Signs Administrators Manual in 2001. This Manual is designed to be an information resource for State and Local Government administrators whose role is to approve or administer signage issues. In 2002 the Manual has been updated in light of field experience and changes to legislation.
In addition, implementation of new tourism and guide signage has continued at numerous locations throughout the State to improve the delivery of roadside information to visitors. Likewise, many existing tourism facility owners have taken the opportunity to convert to the new style yellow-on-blue tourism information signs, and as new tourism business have opened the new-style tourism signs have been erected on both State and local government roads.
Major direction sign improvements have been completed at a number of key junctions including:
Launceston to Deloraine - Midland Highway, Meander Valley Secondary Road and Lake Highway;
Midland Highway/Lake Secondary Road at Melton Mowbray;
Midland Highway/Mud Walls Road junction;
Tasman Highway/Bridport Main Road junction - Scottsdale;
Huon Highway/Channel Highway - Huonville;
Huon Highway Kingston Interchange; and
Various junctions on the West Coast, including Queenstown, Strahan and Zeehan.
All the signing changes have been done in consultation with Tourism Tasmania, local government and local tourism groups.
National Highway Projects in 2001-2002
Work was completed in December 2001 on the $36 million Bass Highway bypass of Westbury and Hagley, which required the contractor to design, build and then maintain the road and structures for ten years.
Work began in January 2002 on the duplication of the Bass Highway between East Devonport and the Port Sorell Main Road. The project involves the construction of about 3.2km of dual carriageway along the general alignment of the existing highway, with a bridge overpass to replace the existing T-Junction at the Bass Highway/Port Sorell Main Road junction. The estimated cost of this project is $17 million, and completion is expected by March 2003.
Work was completed in December 2001 on the Don Interchange project at Devonport. This involved the construction of a grade separated interchange with a roundabout to connect the interchange to the local road network. The project cost was $3.77 million.
Work was completed in December 2001 on the $1.5 million modification of the existing overtaking lanes on the Midland Highway at St Peters Pass. The modifications were a cost-effective solution to the queuing problems on the southbound approach to St Peters Pass, providing safer and more efficient travel, given the current level and mix of traffic as well as topography at this location.
Work was completed in May 2002 on the Midland Highway at Powranna. This $4.9 million project involved elimination of the existing rail crossing and improvements to the junction with Powranna Road and to the access to Tas Feedlots, with construction of a stock underpass.
Total expenditure on the National Highway in Tasmania in 2001-2002 amounted to $26.34 million, which included upgrading of the highway, reinstatement of road pavements and maintenance of the highway and bridges.
Significant Projects on the State Road Network
Because of rapid deterioration of the Sorell Causeway Bridge on the Tasman Highway, construction of a new bridge began in September 2001. The project is valued at $20 million and work is scheduled for completion by January 2003.
Work continued to improve safety and travelling conditions on the Paradise Gorge section of the Tasman Highway. This section is being increasingly used as an alternative route for B-Doubles and other high productivity vehicles, with a key focus being the Triabunna Woodchip Mill. This $3.1 million project is due for completion by November 2002.
Work began in November 2001 on the upgrading of the Arthur Highway between Sorell and Murdunna. This $3.6 million project involves the widening of the road from Sorell to Murdunna, together with a number of key safety improvements agreed through the Arthur Highway Working Group. This project received $2.1 million in funding from the State Infrastructure Fund. Completion is expected by December 2002.
The $1.4 million safety improvements on the South Arm Secondary Road, between Acton Road and Bayview Road, were completed in November 2001.
Work worth $700,000 was completed at the entrance to the Strahan township in June 2002. This project was designed to improve access, traffic management and the safety of vehicle, cycling and pedestrian traffic entering and within Strahan in accordance with the priorities identified through a Value Management Study. This project was funded under the State Infrastructure Fund.
Abt Railway Project
The Department is responsible for the administration of the design and construct contracts for the siteworks construction and locomotive refurbishment for the Abt Wilderness Railway project. On-site work began in February 2000, after some 18 months of planning, investigation and tender preparation. The siteworks contract was awarded to Tasmanian contractor Hazell Bros Civil Contracting and the locomotive refurbishment to the Kingston-based firm of Saunders & Ward.
The locomotive refurbishment contract was completed in September 2001 but the siteworks contract has encountered delays in completion, although train services have been operating from Queenstown to Rinadeena, a distance of some 11 kilometres, since February 2001. It is anticipated that passenger-carrying train services over the full 34 km of the Abt Wilderness Railway will be in operation by the start of the 2002-2003 tourist season.
The Federal Government, through Centenary of Federation funding, has allocated a total of $20.45 million to the project. The State Government has committed additional funding to ensure the project's completion.
Additional Achievements for 2001-2002
Environmental Award: Adopt-a-Highway
The Adopt-a-Highway program continues to grow and now comprises more than 115 groups. These groups continue to make a significant difference to the environmental quality of roadsides and this was confirmed through an assessment of the program by consulting firm Pitt & Sherry.
The Beverage Industry Environment Council has maintained a significant sponsorship of the program and provided "away-from-home" recycling facilities in rest areas. Newsletters have been distributed to all groups throughout the year and the program has been branching out to include support for National Tree Day and Clean-Up Australia Day.
Conara Arboretum
Conara Roadside Park is a National Highway rest area and associated grassy woodland being redeveloped as a native grassland, native plant arboretum and roadside environment interpretation centre.
The Park has been identified as important for protection of biodiversity and is a strategic location for development of an area where a "bank" of native plants particularly dependent on roadsides can be displayed and managed for protection and propagation.
A recently completed shelter shed in the Park will be used for interpretive displays, explaining the significance of the Midlands environment and DIER's roadside plant management and practices. The local community made strong representations for the back of the shed facing the highway to have a painted mural and this will be completed next year.
This project received a Certificate of Merit in the Royal Australian Planning Institute's Year 2000 Awards for Planning Excellence. The development of an Information Shed and the incorporation of an electric barbecue and wash-up facility within the information shed has added to the area and this can now be incorporated as a Rest, Revive and Survive station for travel from the East Coast to the Central North and North-West.
TRAFFIC MANAGEMENT
Achievements Against Strategies Identified For 2001-2002
Review of accidents at traffic signal locations - Southern sites completed and Northern sites in progress.
Four sets of traffic signals were designed and commissioned during the year: Burnie - Bass Highway/River Road; Devonport - Bass Highway/Port Sorell Main Road (temporary traffic management during construction); Launceston - Bathurst St/Wellington St/William St; and Hobart - Argyle St near Royal Hobart Hospital (pedestrian).
In New Town there was a full signal site upgrade, including the installation of right-hand turn slots at the Risdon Rd/New Town Rd/Forster St intersection.
Community Awareness Activities
Formulation of regular Traffic Committee meetings between officers of the Department and Local Government to provide discussion, expert advice and ideas on traffic safety and management issues.
Continued radio broadcasting of morning and afternoon peak-hour traffic conditions from the Hobart Traffic Signal Control Room, together with information on other road works or conditions.
Meetings from time to time between departmental officers and the Royal Guide Dogs for the Blind Association to discuss safety issues for the visually impaired and the setting of priorities for the installation of audio tactile devices at traffic signal locations.
PASSENGER TRANSPORT SERVICES
Achievements Against Strategies Identified For 2001-2002
Trial of a 10 unit GPS based vehicle tracking system to develop maps in support of the development of Industry Service Plans under the Passenger Transport (Transitional) Regulations 2000.
The trial is continuing and is being supplemented with four hand-held units to increase data capture to include bus stop locations.
Trial of Wayfarer 3© electronic ticketing using "smart" cards for use by students entitled to concession passes in Devonport
This project is completed. All student concession passes issued for use in the Devonport urban area on services equipped for electronic ticketing are now issued as "smart" cards. The program has also be expanded to include other areas where the service provider is equipped to handle this technology and will continue to expand as public transport operators update their ticketing systems.
Passenger Behaviour Management
A Project Group established in 2000-01 completed a draft Code of Behaviour which was subsequently endorsed by the Student Transport Users Group for release on a trial basis.
National Conference of Student Transport Administrators
The Passenger Transport Services Branch hosted the annual national conference of student transport administrators on 15 and 16 November 2001 in Hobart.
